On November 25, 2025, Hanoi University of Civil Engineering (HUCE) solemnly held the Perfection Council Meeting of the Training Program of Excellent Engineers – HUCE (PFIEV) to summarize the activities of the 2024-2025 school year, discuss and propose solutions to improve the quality of activities and training for the 2025-2026 school year.
Attending the meeting, on behalf of the French Republic, there were: Mr. Denis FOURMEAU – Attaché for Scientific Cooperation and Higher Education, Embassy of France in Vietnam; Mr. Thibaut SKRZYPEK – Spokesperson of the French Partner Schools Consortium; and representatives in charge of PFIEV of Insa Lyon, INP Grenoble, and ENSMA universities.
On behalf of Hanoi University of Civil Engineering, there were Associate Professor Dr. Bui Phu Doanh – Vice Rector, Head of the Training program of excellent engineers of Hanoi University of Civil Engineering, chairing the meeting; Dr. Tong Ngoc Tu – Director of PFIEV; MSc. Nguyen Thi Truc Quynh – Deputy Director of PFIEV; leaders of the Training Management Department, the Communication – Admissions Department and staff of the Department of Excellent Engineering Training.

Overview of the Session
Representing the PFIEV program of Hanoi University of Civil Engineering, Dr. Tong Ngoc Tu – Director of PFIEV presented a Summary Report on the activities of the PFIEV-HUCE in the 2024-2025 academic year on the following contents: Admission; Training – Graduation; Alumni; Cooperation – Exchange; and at the same time, proposed the Operational Directions for the 2025-2026 academic year.

Dr. Tong Ngoc Tu – Director of PFIEV presented the summary report and direction of activities of the PFIEV program.
After listening to the Report, the French delegation had a comprehensive view of all activities of the PFIEV Program – Hanoi University of Civil Engineering, highly appreciating the efforts and results achieved in the past school year in all areas mentioned in the Summary Report.
In addition, the two sides exchanged and discussed many key issues including communication, recruitment, training, as well as bilateral and multilateral cooperation activities between the schools. These discussions aimed to continue to improve the program, improve training quality and expand international cooperation opportunities of the PFIEV program in the coming time.

Speaking at the meeting, Associate Professor Dr. Bui Phu Doanh affirmed that Hanoi University of Civil Engineering always prioritizes and creates all conditions for sustainable development of the PFIEV Program, thereby meeting the increasing demand for high-quality human resources for society.

The meeting ended successfully with a high level of consensus between the two sides on the directions of activities in the coming year to further improve the PFIEV Program – a training program considered one of the most successful programs, representing cooperation in higher education between France and Vietnam.
