20th Anniversary of the establishment of the Training Program of Excellent Engineers in Vietnam (PFIEV)

On the afternoon of November 25, 2019, at the National University of Civil Engineering (NUCE), the 20th Anniversary of the Training Program of Excellent Engineers in Vietnam (PFIEV) took place.

Attending the program, on the side of the French Republic were: Mr. Nicolas Warnery – Ambassador of the Republic of France in Vietnam; Mr. Etienne Rolland-Piègue – Counselor for Cultural Cooperation and Activities, French Embassy; Mr. Eric Molay – Research attaché and university, French Embassy; Mr. Joaquim Nassar – Representative of French Ministry of University, Research and Invention; Mr. Thibaut Skrzypek – Representative of French Universities, along with representatives of French Universities Group in support of PFIEV Program. From Vietnam side, there were: Mr. Nguyen Tien Dung – Deputy Director of International Cooperation Department, Ministry of Education and Training; Ms. Nguyen Thu Thuy – Deputy Minister of Higher Education Department, Ministry of Education and Training; Prof. Dr. Banh Tien Long – Former Vice Minister of Ministry of Education and Training; Assoc. On November 12, 1997, Protocol No. 97 on the establishment of the Training Program of Excellent Engineers in Vietnam was signed between the Governments of the French Republic and the Socialist Republic of Vietnam. After two years of preparation, in 1999, the Training Program of Excellent Engineers in Vietnam (PFIEV) was officially put into operation, with the participation of four Vietnamese Universities and French partner schools. Since then, PFIEV has undergone 20 years of establishment and development.

At the ceremony, Assoc.Prof. Dr. Pham Duy Hoa – Rector of NUCE, President of Vietnam Association of the Universities in Vietnam delivered a commemorative speech. Assoc.Prof. Pham Duy Hoa congratulated the PFIEV program’s success in the past 20 years and said that these achievements are the fulcrum for the sustainable development in the future of the Training Program of Excellent Engineers. For the country of Vietnam which is in the process of industrialization, modernization and strong international integration, especially in the era of industrial revolution 4.0, the training of multi-platform and versatile engineers good basic knowledge, focusing on synchronous development of knowledge, skills, professional practice, especially interested in developing the capacity of thinking, creativity and entrepreneurial skills is a right direction. That makes us even more confident in the training model we have chosen and our engineers will move faster on the road to success. On this occasion, on behalf of the Combination of PFIEV universities in Vietnam, Assoc.Prof. Dr. Pham Duy Hoa expressed his deep gratitude to the French Government, the Government of Vietnam, the French Embassy, ​​the Ministry of Education, and the Ministry of Higher Education. and French Research, Ministry of Education and Training of Vietnam, a combination of French partner schools, research institutions, Vietnamese and French individuals, businesses, leaders, teachers and staff of Hanoi University of Science and Technology, University of Science and Technology – The University of Danang, Ho Chi Minh City University of Technology – Vietnam National University Ho Chi Minh City, National University of Civil Engineering and other generations of students have accompanied and shared with PFIEV for 20 years. Overcoming the 20-year milestone of formation and development, the Training Program of Excellent Engineers begins to enter a new phase with new opportunities and challenges. PFIEV’s position in the past development has been affirmed and needs to be preserved and promoted to new heights. Assoc.Prof. Pham Duy Hoa believes that today’s solemn and emotional celebration will always be a beautiful memory, leaving all of us the PFIEV generations of a time and a way. With proud achievements, unforgettable memories from which we can go on a new journey together, nurturing faith in the development of PFIEV, the country’s education and the strong attachment of friendship between Vietnam and France.

After that, Mr. Thibaut SKRZYPEK – Representative of the French partner school complex supporting the PFIEV program, said that state agencies, embassies and educational institutions all participated in the PFIEV program with the spirit of commitment. Sustainable outcomes despite many generations of leaders and officials. In addition, the cooperation between partners is sometimes not limited to the scope of the PFIEV program, but from here, many bilateral cooperation relationships have been conceived. The generation of PFIEV engineers holding important positions in agencies and organizations – Their success is a testament to the quality and reputation of the program.

At the ceremony, Mr. Nicolas Warnery – French Ambassador in Vietnam said that training young force is always a priority in Vietnam – France relationship. Currently, France is the first destination for Vietnamese students. In France, 7,000 Vietnamese students are currently training, the second largest of the international student community in France. In the field of higher education, the two sides have many exciting activities with nearly 100 study abroad programs, each year enrolling 3,000 Vietnamese students. Among those programs, PFIEV is the most successful and exemplary program. PFIEV alumni have professional qualifications and ability to adapt to domestic and foreign environments. Many PFIEV alumni go on to study, demonstrating the quality of the program. Mr. Nicolas Warnery affirmed that he would continue to accompany and support the PFIEV program in three areas: Enhancing the teaching of French subjects; Creating opportunities for students to practice in France; scholarships for students with the highest outputs and the desire to continue their studies in France.

After 20 years of operation, the Training Program of Excellent Engineers in Vietnam – PFIEV has recruited 21 courses with nearly 6300 students. From 2004 to 2019, the PFIEV Program has 16 graduate courses with about 4,000 engineers, including more than 300 PFIEV students who go on a double degree and practice internships at French partner schools on other scholarship sources such as 322 scholarships from the Vietnamese Government and scholarships from the French side. Besides, well-equipped with knowledge, skills and foreign languages, PFIEV students have many opportunities to find jobs or continue to study at a higher level with an average rate of nearly 70% after 3-6 month of graduation and nearly 100% after 1 year of graduation.

Along with the success of 11 majors in engineering training since its inception in 1999, the PFIEV Program is constantly developing new specialties. By 2017, PFIEV had 16 majors and up to now, in 2019 there were 18 majors. PFIEV’s training program is fundamentally renovated in terms of curriculum and training methods; associate learning with scientific research and practice at industrial enterprises; attaching importance to synchronous development of knowledge, skills and professional practice, with particular attention to developing students’ thinking, creativity and entrepreneurial skills; Training programs and facilities are accredited to international standards, creating a breakthrough in training human resources for the country’s development, creating a typical model of high quality training in the modern education system. Studying in Vietnam needs to be promoted and replicated.

In order to ensure that the training of engineers of the PFIEV Program operates according to the French model of engineering training, in parallel with the development of content, training program, investment of laboratory equipment, the support Teaching assistants for lecturers at French schools in Vietnam are also important. By the end of 2019, more than 600 French professors and experts came to work in Vietnam within the framework of the PFIEV Program, including: thematic teaching; join the graduate assessment committee; organizing scientific seminars; construction training program; instructions for operating and using laboratory equipment; Committee meetings for orientation and evaluation; PFIEV National Finishing Council meeting.

During the operation of PFIEV, over 20 enterprises participated in reviewing and developing the training program; 7 businesses provide scholarships for students; 9 businesses donated material and materials for the program; 36 enterprises participated in giving lectures to students; 95 enterprises accepted students to practice; 13 enterprises collaborated on research with the PFIEV Program at 4 Vietnamese universities.

In order to confirm the training quality of the Training Program of Excellent Engineers in Vietnam, the Ministry of Education and Training of Vietnam has invited the Commission of French Engineers  –  CTI to evaluate and recognize quality accreditation for the specialties. of the PFIEV Program: the first in the 2004-2010 period, the second in the 2010-2016 period and the third in the 2016-2022 period. At the same time, the accrediting agency of the European engineers training program recognizes the first European Master Program brand from 2010-2016; The second period 2016 – 2022.

On June 12, 2017, the French Council for Higher Research and Teaching (HCERES) decided to recognize four PFIEV member schools that met the HCERES accreditation standard at the highest level – also the Chau test standard. Europe – in the period of 2017 – 2022. The four PFIEV member schools are the first four universities in Vietnam to be assessed and recognized for accreditation by training institutions internationally. This is also a development step of Vietnam’s higher education, in line with the Government’s policy of training high-quality human resources, the country’s socio-economic development and raising Vietnam’s higher education level up to par with the region and the world.

Mr. Hop said, the PFIEV program has provided students with the necessary elements to enter that life: background knowledge; adaptive ability and dynamic transformation in the living environment; ability to integrate into the international environment. Alumni present to future generations of students: “PFIEV is a good program, good enough to be a stepping stone for you to reach out and realize the serious dreams of your life, dreams to have not only in Vietnam but across the four continents. PFIEV is completely capable of building foundations and wings for you. Of course, you must have a dream, be motivated, have a specific plan, have a persistent and serious struggle. Besides, you must always expand your interaction with society, be active a lot, burn a lot. ”
